CDBG Program


The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. Authorized under Title one of the Housing and Community Development Act of 1974, the CDBG program is one of the longest continuously run programs at the Department of Housing and Urban Development (HUD). 
 
The purpose of the CDBG program is to enhance and maintain viable urban communities by providing decent affordable housing, a suitable living environment and the expansion of economic opportunities. HUD awards annual grants on a formula basis to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. Entitlement communities develop their own programs and funding priorities. However, grantees must give maximum feasible priority to activities which benefit low and moderate income persons.

Eligible Activities

CDBG funds may be used for activities which include, but are not limited to:

  • Acquisition of real property
  • Relocation and demolition
  • Rehabilitation of residential and non-residential structures
  • Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
  • Public services, within certain limits
  • Activities relating to energy conservation and renewable energy resources
  • Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities

Each activity must meet one of the following national objectives for the program: benefit low- and moderate-income persons, prevention or elimination of slums or blight, or address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.

Generally, the following types of activities are ineligible:

  • Acquisition, construction, or reconstruction of buildings for the general conduct of government
  • Political activities
  • Certain income payments
  • Construction of new housing (with some exceptions)

Entitlement Status

Commencing with program year 2012-13, the City of Menifee participates under the HUD CDBG Program as an Entitlement Community, allowing the city to receive an annual block grant award directly from the Department of Housing and Urban Development. This direct entitlement allows the City Council to ve greater local control of funds by selecting projects to receive grant allocations and ensures greater accountability to Menifee citizens.

Program Year 2018/2019 CDBG Grant Application Notice of Funding Availability


The City of Menifee is pleased to announce its 2018/2019 CDBG funding. The city expects to receive approximately $474,000 (based on 2017/2018 allocation) for fiscal year 2018/2019. Approximately $70,000 is available for public services projects. Applications are open at this time and due no later than 1PM on January 9, 2018.
